RE: Frameworks, I think you're right. 80% of the problem is that the authors of the frameworks seem to not know semantic HTML, and don't devote any time into making their frameworks interoperable with the native elements (form, for example)

RE: The volume of elements. I agree with your point here as well. The volume isn't the primary reason, as much as the mercurial, hard to read specification. Either way, the result is that developers only use about 30 tags on their webpages, on average.
